The WMSA/Tri-Isle Main Street Resource Center's (TIMSRC) governing board is the umbrella organization for it's program associates and affiliates in Maui County, Hawaii.  The TIMSRC has ultimate responsibility and accountability for the Main Street Program and the proper review of program plans, budget review, monitoring and evaluation of program effectiveness.  All grants and other legal contract accountability and auditing is the fiduciary responsibility of the TIMSRC Board of Directors.  As such, they must always represent the larger view of why small town revitalization is crucial for the entire community, it serves as a private sector advocate of small town revitalizaiton to ensure a comprehensive understanding of the program, community acceptance and involvement in the process, private sector commitment to the revitalization effort and on-going private sector initiative.

An important factor in achieving and sustaining a successful organization can be found in it's Board of Directors.  The Board of Directors consist of community representatives as embodied by the Board.  The Board of Directors should be a strong working board capable of developing and implementing policy to create positive change in small towns. The success of a commercial reviatalization effort depends largely on the Boards ability to identify and mobilize resources, build volunteer support, develop new leadership and maintain a clear focus on the downtowns needs and opportunities.  These board members represent the three "W's":  Work, Wisdom and Wealth.  Workers become actively involved in planning and implementing projects.  Wisdom is represented by partners who provide needed service of information, have special skills in a variety of career paths and Wealth is represented by people who have money or access and influence to money that can be used to finance the program's projects.

A note regarding the Executive Director/Tri-Isle Main Street Program Coordinator.
It should be noted that the Executive Director/Tri-Isle Main Street Program Coordinator's role is distinctly different from that of the Board.  Recognizing his/her role is that of a professional small town/community development specialist; with a working knowledge or field experience in architecture, historic preservation, economics, finance, journalisim, planning, business or political science to name a few.  The program staff is accountable and responds to the directives of the Tri-Isle Main Street Program Coordinator.  The Executive Director is accountable to the Tri-Isle Main Street Board of Directors.

In 1988,  the Hawaii Main Street Council and the Department of Land and Natural Resources administrator duly authorized the Tri-Isle Main Street Program Coordinator as the qualified small town specialist to provide continued program education and interpretation of the local program.  He/She has the discretion to determine the appropriate training/education sessions required to meet the specific needs of each developing town.  He/She advises and guides decision making by providing research imperical evidence and historical facts.  He/She is a strong advocate for small towns and supports the goals of the revitalization program an independant self starter with oversight on program volunteers.  He/She is diplomatic and able to work with diverse people and situations.  He/She should be a skilled communicator, imaginative and mature organizer, he/she has a good sense of design and an awareness of historic preservation. He/She is very adaptable, capable of fitting into the community, bringing new ideas and a fresh approach along with cutting edge strategies to the revitalization process.  He/She must have strong committment to historic preservation philosphy, understand the intricate issues, confronting property owners, businesses, public agencies, community and non-profit organizations.  He/She must have an affinity for the local customs, traditions, and virtues of small town life.  He/She places an importance and emphasis on fully understanding community values and to recognize, articulate and demonstrate each communities "sense of place".  It is extremely helpful if he/she is well connected and has a background serving on a variety of community based boards and commissions and government ad-hoc committees.
